Procurement is the process used to purchase goods, works and services from suppliers, and to manage those contracts throughout their lifetime.
Our procurement team supports the Tees Valley Combined Authority (TVCA) Group, including TVCA, South Tees Development Corporation (STDC), South Tees Developments Ltd (STDL), Hartlepool Development Corporation (HDC), Middlesbrough Development Corporation (MDC), and Teesside International Airport (TIA).
We are committed to supporting the local economy and encourage local businesses to offer their goods and services to the TVCA Group, while continuing to meet our responsibility to achieve best value for public money.
Contracts are awarded based on best value, rather than simply the lowest price. This means we also consider the social outcomes and community benefits that suppliers can deliver through our contracts.

Get Involved
Follow the steps below to register to our tendering portal and search for opportunities.
1. Register on Delta eSourcing
To access and respond to our opportunities, you must register on our electronic tendering portal, Delta eSourcing, using the link below.
Free guidance is available to help you use the portal, including how to search for opportunities and submit bids. You can also set up email alerts to receive notifications when opportunities relevant to your business are published.

2. Search for opportunities on Find a Tender
All of our open opportunities over £30,000 available to the market are listed on Find a tender, the UK government platform for public sector contracts and opportunities.
You can register and search for opportunities using the link below.
Opportunities may be advertised on the Find a Tender Service, but suppliers must register on Delta eSourcing to access the full tender documents and submit a bid.
3. Create your Public Procurement Organisation Number
All over threshold contracts require suppliers to have a Public Procurement Organisation Number (PPON). This unique identifier makes sure your business is officially recognised in the public procurement system.
If a contract requires a PPON, this will be noted in the tender information, so you’ll know when you need to create one.
You can create a PPON by registering on the Find a Tender platform, mentioned above. A short guide is available below.
